- 坚持农业农村优先发展是建设社会主义现代化强国的必然要求。基于农村发展总体目标，从农业现代化、农村现代化和农民现代化3个方面构建指标体系，并对黑龙江省农业农村现代化水平、内部各系统耦合协调程度及制约性影响因素展开综合研究。结果表明：2006—2018年黑龙江省农业农村现代化评价值整体波动上升，目前处于转型跨越发展阶段。各系统层耦合协调度不断提升，逐渐从高度失调演变为良好协调。2006—2012年3项系统层指标障碍度小幅波动，2013年后农业现代化系统障碍度的变动趋势为先升后降再上升，农村现代化系统显著提升，农民现代化系统则逐年稳步下降。具体障碍指标包含农业产业结构、农业劳动生产率、大中型农产品加工企业占比、人均投递线路长度、人均村庄建设投入等。基于此提出了相应改进建议，以期补齐乡村发展短板，加速构筑现代化繁荣格局。
- Abstract:
- Persisting in giving priority to the development of agriculture and rural areas is an inevitable requirement for building a modern and powerful socialist country.Based on the overall goal of rural development,it constructs an index system from three aspects of agricultural modernization,rural modernization and farmer modernization.And a comprehensive research was conducted on the level of agricultural and rural modernization,the degree of coupling and coordination of internal systems,and the restrictive influencing factors in Heilongjiang Province.The results showed that the overall evaluation value of agricultural and rural modernization in Heilongjiang Province from 2006 to 2018 fluctuates and rises,and it was currently in the stage of transformation and development.The degree of coupling and coordination of each system layer had been continuously improved,and had gradually evolved from highly out of alignment to good coordination.The obstacles of the three system-level indicators fluctuated slightly from 2006 to 2012.After 2013,the change trend of obstacle degree of the agricultural modernization system first increased,then decreased,and then increased.The rural modernization system had improved significantly,while the farmer modernization system had steadily declined year by year.Specific obstacle indicators included agricultural industry structure,agricultural labor productivity,proportion of large and medium-sized agricultural products processing enterprises,per capita delivery line length,and per capita investment in village construction,etc.On this basis,it put forward corresponding improvement suggestions,so as to make up for the shortcomings of rural development and accelerate the construction of a modern and prosperous pattern.
