- 河北省是农业大省,农产品流通效率对农业农村优先发展、农业增效和农民增收有重要影响,研究全省农产品流通规律、测评流通体系效率,对确保“菜篮子”和“米袋子”安全有重要的现实意义。该研究选取固定资产、劳动力、交通基础设施3个投入指标,采用数据包络分析法构建DEA-BCC模型,测算出2008—2017年河北省农产品流通体系投入产出效率的变化规律,为更好的反映河北省流通体系效率的主要制约因素,选择多元回归分析法,对影响农产品流通体系平稳运行的制约因素进行分析,按照注重技术投入与规模匹配的思路,提出了建立信息共享平台,健全食品检测系统、大力发展冷链物流、加强人才培训等提升河北省农产品流通体系效率的对策建议。
- Abstract:
- Hebei is a large agricultural province.The circulation efficiency of agricultural products had an important impact on the priority development of agriculture and rural areas,agricultural efficiency and farmers′ income.Studying the circulation laws of agricultural products and evaluating the efficiency of the circulation system in Hebei Province had important practical significance for ensuring the safety of ‘Vegetable Baskets’ and ‘Rice Bags’.This study selected input indicators such as fixed assets,labor,and infrastructure to construct a DEA-BCC model.By measuring the input-output efficiency of the agricultural product circulation system in Hebei from 2008 to 2017,it analyzed the constraints affecting the smooth operation of the agricultural product circulation system.In order to better reflect the main influencing factors of the efficiency of the Hebei distribution system,a multiple regression analysis method was selected to analyze the constraints affecting the smooth operation of the agricultural product distribution system.According to the idea of focusing on technology investment and scale matching,it puts forward countermeasures and suggestions to establish an information sharing platform,improve the food inspection system,vigorously develop cold chain logistics,and strengthen personnel training to improve the efficiency of the agricultural product circulation system in Hebei Province.
