摘要:
喀什市设施蔬菜产业在巩固脱贫攻坚、保障市场供给和促进农民增收方面贡献突出，已成为南疆菜篮子工程的核心。当前，产业正处在由规模增长向质量效益提升转型的关键时期，陈旧设施、低水平机械化、薄弱的产业链条和缺失的冷链体系等“瓶颈”问题日益凸显，制约其高质量发展潜力。为有效破解发展难题，该研究提出“生产-加工-销售”全链条、“政策-人才-科技”多维度、对内-对外开放协同的系统对策建议。核心措施包括以智能化改造和差异化布局优化生产环节；以精深加工和冷链物流建设补齐产业链短板；以强化人才引进和政策扶持优化发展环境；以深化与中亚合作为突破口，拓展外贸市场。
Abstract:
The facility vegetable industry in Kashi city has made significant contributions to consolidating poverty alleviation,ensuring market supply,and increasing farmers′ income,establishing itself as the cornerstone of the ‘vegetable basket’ project in Southern Xinjiang.Currently,the industry is in a critical transitional phase,shifting from a focus on scale expansion to enhancing quality and efficiency.However,‘bottleneck’ problems,such as aging facilities,a low level of mechanization,a weak industrial chain,and a lack of a cold chain system,have become increasingly prominent,constraining its potential for high-quality development.To effectively address these challenges,this study proposed a systematic strategy based on a holistic ‘production-processing-sales’ value chain,a multi-dimensional approach integrating ‘policy-talent-technology’ support,and coordinated opening to both domestic and international markets.Key measures include optimizing the production phase through intelligent transformation and differentiated layout;strengthening the industrial chain by developing deep processing and cold chain logistics;improving the development environment by enhancing talent attraction and policy support;and using deepened cooperation with Central Asia as a breakthrough to expand foreign trade markets.
