- 农业科技创新能力与农业高质量发展的良性互动,是促进二者协调发展的重要途径。在分析两业子系统相互作用机理上,采用熵权TOPSIS法、耦合协调度探讨2011—2020年四川省农业科技创新能力与农业高质量发展耦合协调情况,使用障碍度模型确定阻碍其发展的关键因素。结果表明:2011—2020年四川省农业科技创新能力与农业高质量发展水平呈上升趋势,发展态势良好;两业子系统耦合协调度不断提升,由0.016上升至0.908,经历了极度失调到优质协调的转变;农林牧渔业科技成果应用、技术交易额、农业R&D经费、化肥施用强度、农副食品加工业产值比重、农林牧渔业产值比重6个指标是阻碍两业子系统发展的关键因素。基于此,提出健全农业科技服务体系、加强农业R&D经费投入、推进农业绿色发展、优化农业产业结构等对策建议,以期补齐两业子系统短板。
- Abstract:
- The positive interaction between agricultural scientific and technological innovation ability and agricultural high-quality development was a vital way to accelerate their coordinated development.According to the interaction mechanism of the two subsystems,the entropy weight TOPSIS method and the coupling coordination degree were used to discuss the coupling coordination between the agricultural scientific and technological innovation ability and the agricultural high-quality development in Sichuan Province from 2011 to 2020,and the obstacle degree model was used to determine the key factors blocking its advance.The results showed that from 2011 to 2020,the agricultural scientific and technological innovation ability and agricultural high-quality development level of Sichuan Province showed an upward trend,and the trend of development was good.The coupling and coordination degree of the two business subsystems had been continuously improved from 0.016 to 0.908,and had experienced the transformation from extreme imbalance to high-quality coordination.The six key factors,including the application of scientific and technological achievements in agriculture,forestry,animal husbandry and fishery,technology transaction volume,agricultural R&D funds,fertilizer application intensity,the proportion of output value of agricultural and sideline food processing industry,and the proportion of output value of agriculture,forestry,animal husbandry and fishery,hindered the development of the two industry subsystems.On the basis of this,this study came up with some countermeasures and suggestions,such as perfecting the agricultural science and technology service system,strengthening the investment of agricultural R&D funds,promoting the green development of agriculture,optimizing the agricultural industrial structure,in order to supplement the shortage of the two industries subsystem.
