- 新型农业社会化服务体系是农业新旧动能转换的助推器，对于实现农业农村现代化具有重要意义。北京已经形成了公益性服务队伍和经营性服务主体等多元主体共同参与农业社会化服务的新格局，但仍存在服务体系结构调整不及时、服务市场“双散”问题突出、农业服务业发育整体滞后等问题。基于以上分析，结合北京构建新型农业社会化服务体系面临的有利条件和不利条件，特别是现阶段“大城市小农业、大京郊小城区”的市情农情特点，提出优化调整服务体系基本架构、结合农业功能定位提供服务、发挥不同服务主体特色优势、释放“北京服务”品牌价值等对策建议。该研究可为充分发挥社会化服务对北京都市农业发展的支撑作用提供参考依据。
- Abstract:
- The new agricultural socialized service system is the booster of the transformation of new and old agricultural kinetic energy,which is of great significance to the realization of agricultural and rural modernization.Beijing has formed a new pattern in which multiple subjects,such as public welfare service teams and operational service subjects,jointly participate in agricultural socialization services.However,there are still some problems,such as the untimely adjustment of the service system structure,the prominent problem of ‘double dispersion’ in the service market,and the overall lag of the development of agricultural service industry.Based on the above analysis,combined with the favorable and unfavorable conditions faced by Beijing in building a new type of agricultural socialization service system,especially the characteristics of ‘small agriculture in big cities and small urban areas in the suburbs of Beijing’ at the present stage.Some countermeasures and suggestions were put forward,such as optimizing and adjusting the basic structure of the service system,providing services according to the orientation of agricultural functions,giving full play to the characteristic advantages of different service subjects,and releasing the brand value of ‘Beijing Agricultural Service’.This study could provide reference for giving full play to the supporting role of social services in the development of urban agriculture in Beijing.
