- 在瞄准绩效分类思想基础上，从微观方面构建了精准扶贫项目瞄准绩效评价方法，并结合在喀什地区A县实地驻村调研中获取的农户对精准扶贫项目的需求意愿和农户的实际参与情况，从瞄准精准率、溢出率、漏出率3个方面对精准扶贫项目瞄准绩效进行了评价分析，以期为后续扶贫工作的精准性提供方向。结果表明：精准扶贫项目瞄准绩效整体呈现良好状态；精准扶贫项目瞄准绩效不均衡，部分精准扶贫项目的瞄准存在严重的漏出和溢出现象；精准扶贫项目溢出率存在差距较大，漏出率两极分化严重。并结合劳动力转移培训与帮扶介绍就业项目的案例分析，揭示A县精准扶贫项目瞄准绩效的真实情况，为完善民族贫困地区精准扶贫项目的精准实施提供参考。
- Abstract:
- On the basis of aiming at the performance classification idea,the micro-level construction of the precision poverty alleviation project aiming performance evaluation method was combined,and the farmers′ demand for precision poverty alleviation projects and the actual participation of farmers in the field survey of the a county in Kashgar area were combined.From the three aspects of aiming accuracy,overflow rate and leakage rate,the performance of the targeted poverty alleviation project was evaluated and analyzed,in order to provide direction for the accuracy of the follow-up poverty alleviation work.The results showed that the precision poverty alleviation project was in a good overall performance;the precision poverty alleviation project was aimed at uneven performance,and some precision poverty alleviation projects aim at serious leakage and spillover;there was a big gap between the precision poverty alleviation project spillover rate and the leakage rate was severely polarized.Combined with the case study of labor transfer training and help to introduce employment projects,it revealed the real situation of a county′s precision poverty alleviation project aiming at performance,and provides reference for improving the accurate implementation of precision poverty alleviation projects in ethnic poverty areas.
