农业保险覆盖率及其提高策略

- 农业保险覆盖率是衡量农业保险发展水平的重要指标。我国农业保险覆盖率由于受到县级财政负担重、险种保障水平较低、缺乏巨灾保险的支持及服务不到位等因素的影响，呈现总体偏低的局面，建议通过扩大险种补贴范围、建立农业巨灾保险制度、地方政府应加强重视、加大宣传力度、保险公司改善农业保险服务等措施提高农业保险覆盖率。
