- 在分析黑龙江省寒地黑土生态农业发展的地缘优势、自然资源优势、产能优势、生态环境优势的基础上,对黑龙江省现存的发展困境,如土地生产能力退化、林木资源持续减少、牧草“三化”程度加剧、湿地生态功能减弱和水污染问题严峻等进行了阐述,提出了在参鉴国内外经验的基础上,政府、行业协会、农民专业合作组织、科研机构等主体,应从特色生态农业模式着手,以生态环境及品牌法律保护为重点,建构寒地黑土区生态农业法制体系。
- Abstract:
- Relying on the analysis of geography,natural resources,production capacity and excellent ecological advantages,some existing acute problems in Heilongjiang province such as land degradation,forest resources continued to decline,pasture ‘three’ intensifying,ecological functions of wetlands weakened and serious water pollution problems were introduced.Based on the domestic and foreign references,governments,industry associations,farmers’ specialized cooperation organizations,research institutions should construct ecological agriculture legal system in cold and black soil area from characteristics of ecological agriculture mode,with a focus on legal protection of the ecological environment and brand.
