- 农业现代化与信息化协同发展是中国农业发展的必然趋势。该研究基于2002—2017年黑龙江省农业现代化与信息化发展相关数据,首先对黑龙江省农业现代化与信息化发展水平进行测算,继而构建耦合协调度模型评价二者的协调发展水平,在此基础上构建Tobit模型对二者协调发展的影响因素进行分析。结果表明:2002—2017年黑龙江省农业现代化与信息化发展水平不断提高,2017年二者发展水平相近,但信息化发展水平落后于农业现代化水平;农业现代化与信息化耦合协调度呈稳定上升态势,2017年初步进入优质协调阶段,总体来看黑龙江省仍具有较大的协调发展空间;信息产业投资、移动电话拥有率、高等教育在学人数和教育经费支出与二者的耦合协调度在1%水平显著正相关,城乡居民人均收入比在5%水平显著负相关,人均电信业务消费量和产业结构在10%水平显著相关。因此,该研究提出完善信息化基础设施建设,适度增加投资,注重信息人才培育,优化产业结构,缩小城乡收入差距,高质量推进农业信息化建设等政策建议以促进二者实现更高层次的协调发展。
- Abstract:
- The coordinated development of agricultural modernization and informatization is the inevitable trend of China′s agricultural development.Based on the relevant data of agricultural modernization and informatization development in Heilongjiang Province from 2002 to 2017,firstly,the development level of agricultural modernization and informatization in Heilongjiang Province was estimated,and then the coupling coordination degree model was constructed to evaluate their coordinated development level,and on this basis Tobit model was constructed to analyze the influencing factors of their coordinated development.The results showed that from 2002 to 2017,the agricultural modernization and informatization development level of Heilongjiang Province had been continuously improved.In 2017,their development level was similar,but the informatization development level laged behind agricultural modernization.The degree of coupling coordination between agricultural modernization and informatization was steadily rising.In 2017,it had entered the stage of high-quality coordination,but there was still much room for improvement on the whole.Investment in the information industry,the rate of mobile phone ownership,the number of students in higher education and the expenditure on education were significantly positively correlated with the synergic development of agricultural modernization and informatizationat the 1% level.In addition,the per capita income ratio of urban and rural residents was significantly negatively correlated at the level of 5%,and per capita telecom service consumption and industrial structure were significantly correlated with the degree of coupling coordination between the two at the level of 10%.Therefore,in order to promote the two to achieve a higher level of synergic development,it was necessary to improve the construction of it infrastructure,increase investment moderately,pay attention to the cultivation of information talents,optimize the industrial structure,narrow the income gap between urban and rural areas,and promote the construction of agricultural informatization with high quality.
