- 2015年10月中共中央十八届五中全会召开，全会公报中明确提出“探索对贫困人口实行资产收益扶持制度”，此后各地纷纷试点，资产收益扶贫制度在我国精准扶贫战略的推进中成为了创新精准扶贫方式、促进我国农村内生发展的重要推手。资产收益扶贫模式的建立，使得各项扶贫资源由不可再生变为可再生。从资产贫困的角度来看，由于资产具有长效发展的作用，使得资产收益扶贫制度能够紧抓贫困户的穷根，激发和改善贫困户的未来发展。因此，该研究以河北省威县德青源蛋鸡资产收益扶贫模式为例，从该模式开展的现状、初步成效出发，总结其经验，并得到资产收益精准扶贫模式进一步开展的相关启示，以期通过威县金鸡模式对资产收益扶贫的精准推进做出有益的路径探索。
- Abstract:
- The fifth plenary session of the central committee of the Communist Party of China was convoked in October of 2015,the communique clearly put forward the ‘exploration of an asset income support system for the poor’,since many governments pilot,assets income poverty relief system in our country came to innovative precision precision of poverty alleviation,the important driving force to promote the development of China′s rural endogeny.The establishment of the poverty alleviation mode of asset income made the poverty alleviation resources from non-renewable to renewable.From the perspective of asset poverty,the asset had the effect of long-term development,the asset income poverty alleviation system can grasp the poverty root of the poor,stimulate and improve the future development of the poor households.Therefore,this study took Deqingyuan laying hens assets income poverty alleviation mode in Wei county of Hebei Province as an example,started from the present situation,the preliminary results of the model,summarized its experience,and to get relevant inspiration of asset yields accurate poverty alleviation model further,in the hope of asset income poverty alleviation through Wei county golden hens pattern on the accurate advance made beneficial exploration path.
