- 科技创新是现代农业发展的技术支撑。农业科技自身在某种程度的公益性特征决定了政府是科技创新的重要出资主体。尽管如此,世界各国的农业产业发展实践表明,单纯依靠政府的出资主导农业科技创新必然导致创新不足,农业科技创新投资主体多元化已经成为农业科技发展的必然趋势。该文在总结我国农业科技风险投资发展基本情况基础上,指出了现阶段我国农业科技创新发展存在着政策引导力度不够、对政府投资依赖性强、技术管理与推广方式僵化、市场信息不充分、龙头企业带动作用不强、缺乏有效的信息平台等多方面的制约因素;提出了我国农业科技风险投资应采取建立多层次、多元化的融资渠道、创新管理方式与思路、构建专业化农业科技信息平台、完善法律、政策、法规建设等风险投资支持体系;建立完善的中介服务体系和多层次投资利益保护机制,发挥龙头企业带动作用等方式,以推动农业科技创新的发展和产业化水平的提高。
- Abstract:
- The technological innovation is the technical support for the development of modern agriculture.The public welfare characteristics of the agricultural science and technology determine that the government is the main body of the important investment of the scientific and technological innovation.Nevertheless,the development practice of the world’s agriculture industry indicates that simply relying on the government’s investment will inevitably lead to lack of innovation investment.The diversification of agriculture science and technology innovation investment has become the inevitable trend of the development of agricultural science and technology.On the basis of the basic development of China’s agricultural science and technology innovation,it pointed out that the development faced many restricting factors:the inadequacy of policy guidance,the dependence of government investment,the rigid technical management and promotion,the insufficient of the market information,the leading role of the leading enterprises are not strong enough,lacking of effective information platform;it is necessary to utilize a variety of means to promote the development of agricultural science and technology innovation and industrialization levels,such as adjusting policy instruments and the way of guiding,cultivating diversified investment entities,innovating management style and ideas,building specialized agricultural science and technology information platform,improving support system of venture investment including laws,policies and regulations;establishing perfect intermediary organizations and multi-level investment protection mechanisms,playing the leading role of leading enterprises to promote the development of agricultural science and technology innovation,and improve the industria lization level.
