扶持农业园区绿色发展的县域绿色农业创新体系构建研究

- 农业园区绿色发展有助于农村人居环境改善和农业可持续发展。构建县域绿色农业创新体系,促使农民树立绿色发展理念,推动绿色农产品生产与绿色文化发展,扶持农业园区绿色发展。政府主导是推动县域绿色农业创新体系构建的前提和保障,科研院所与相关服务机构的绿色农业创新成果是构建县域绿色农业创新体系的基础和核心,涉农企业和新型职业农民积极转化绿色农业创新成果或参与绿色农业创新是构建县域绿色农业创新体系的目标和主要支持力量。有效的县域绿色农业创新体系需要发展观念、技术与制度的协同创新,需要促动绿色创新单元有效运行、绿色创新成果能够迅速普及和有效推广利用。以山东寿光市绿色农业创新体系为案例进行实证,县域绿色农业创新体系能够有效支持该县域的绿色农业创新活动,有效推动全市农业园区绿色发展。
- Abstract:
- The green development of agricultural parks contributes to the improvement of rural living environment and the sustainable development of agriculture.By constructing the county green agriculture innovation system,farmers could be encouraged to establish the concept of green development,promote the development of green agricultural products and green culture,and support the green development of agricultural parks.Government leading was the key to promote the construction of green agriculture innovation system in the county;scientific research institutes and relevant service institutions were the basis for promoting green technology innovation and diffusion;innovation of leading agriculture-related enterprises and new professional farmers was the key to support the green development of agricultural parks.An effective county green agriculture innovation system needs the collaborative innovation of practice concept,technology and system,the effective operation of green innovation units and the rapid popularization and effective utilization of green innovation results.Taking Shouguang agricultural science and technology park in Shandong Province as a case,it was found that the green agriculture innovation system in Shouguang city can effectively support the green agriculture innovation activities in this city,effectively promote the green development of agricultural parks,and realize the sustainable and healthy development of green agriculture in Shouguang city.
