- 科技扶贫指导员“百人团”计划是2011年底宁夏为贯彻落实中央扶贫开发工作会议精神，调动全社会参与新一轮扶贫开发的积极性而启动实施的一项重要的科技扶贫工程。为全面了解计划实施3年来取得的成效与存在的问题，现采用综合评分法、参与性评估法及问卷调查法，对计划覆盖的10个县区及随机选取的20个帮扶村进行了实地调查与评估。结果表明：该计划的实施在推动贫困村特色产业发展，提升农民科学文化素质和脱贫致富能力，解决贫困村缺乏脱贫致富带头人和领路人问题等方面取得了显著成效，但还存在一些不足，文章针对计划任务设置、责任落实及经费支持等方面存在的问题提出了相应的对策建议。
- Abstract:
- The program of poverty-alleviation by hundreds of scientific and technological instructor was started by Ningxia Party committee and government in the end of 2011，in order to implement the spirit of the poverty alleviation and development in the central working conference，mobilize the public to actively participate in a new round of poverty alleviation and development.For comprehensively understanding the results and existing problems of the plan implemented in the past three years，a survey and assessment of program covering 10 counties and 20 villages by comprehensive scoring method，participatory rural appraisal method and questionnaire survey method were conducted.The conclusion was that the program had achieved remarkable results in promoting the development of special industries，upgrading farmers’ scientific and cultural quality and rich ability，solving the problem of lack of leaders and pacemaker in poor villages and so on，but also there were some problems，the paper gave some suggestions aiming at the task planning design，implementing the responsibility and funding support etc.
