摘要:: 在分别阐述农民、素质和农民素质等概念的基础上，指出提高农民素质是建设社会主义新农村的需要，是发展外向型农业的需要，是农业科学技术快速发展的需要，是实现农业现代化的需要等现实意义；提出了农民对自身价值和未来发展的日益关注是提高农民素质的最根本的内在动力，构建和谐社会对民生的高度重视为提高农民素质提供了最有力的理论依据等实现农民素质提高的必要条件。因此应全面发展农村教育，加强农民素质培训，造就新农村建设所需要的有文化、懂技术、会经营、具有良好心理素质和现代意识的新型农民，才能为新农村建设目标的实现创造良好的人文环境。

Abstract:: On the basis of discussing the concept of farmer,quality and farmers’ quality,it pointed out that improving farmers’ quality was the necessary of constructing socialist new countryside,developing exportoriented agriculture,rapid development of agricultural science and technology,realization of modernization agriculture et al；some essential conditions for improving farmer’ quality were put forward,for example,farmers’ increasing concern about their own self worth and development were an inherent driving force for improving their quality,and the great importance which harmonious society attached to the livelihood of people provided the most powerful theoretical basis to it.Therefore new type farmers with knowledge,farming technique and management should be cultivated through comprehensive development of rural education and training on farmers’ quality to create a good cultural environment for the construction of new countryside.
