Abstract:
The issue of agriculture,rural areas,and farmers has always been an important issue in China′s economic and social development.The implementation of the strategy of rural revitalization has opened a new era for solving the problems of agriculture,rural areas,and farmers.In this context,the construction of an agricultural and rural modernization measurement index system was of great significance for measuring agricultural and rural development issues in various regions and promoting the agricultural and rural modernization process.Based on the three dimensions of economy,society and ecology,this article constructed an agricultural and rural modernization index system,and used the entropy method and obstacle degree model to measure and diagnose the level of Xinjiang′s agricultural and rural modernization.The overall level of Xinjiang′s agricultural and rural modernization development had shown an upward trend.In 2017,the level of comprehensive agricultural and rural development reached 0.746 7.According to the obstacle degree model,it was found that the obstacle degree of the first-level indicator is economic>society>ecology in order from high to low,and the obstacle degrees were 52.61%,28.34%,and 19.04%.From the three-level indicators,the agricultural output growth rate,village committee.The obstacles such as the number of disputes,the rate of returning farmland to forests,the growth rate of grain production,and the effective irrigation rate were relatively high and had become the key factors hindering the development of Xinjiang′s agricultural and rural modernization.Finally,the countermeasures to improve the development level of Xinjiang′s agricultural and rural modernization were put forward:increase investment in agricultural funds and improve comprehensive agricultural production capacity;implement environmental protection measures according to local conditions to promote green development of agriculture and rural areas;consolidate the foundation of grassroots public utilities,and improve the farmers′ income security system.
