Abstract:
The technological innovation is the technical support for the development of modern agriculture.The public welfare characteristics of the agricultural science and technology determine that the government is the main body of the important investment of the scientific and technological innovation.Nevertheless,the development practice of the world’s agriculture industry indicates that simply relying on the government’s investment will inevitably lead to lack of innovation investment.The diversification of agriculture science and technology innovation investment has become the inevitable trend of the development of agricultural science and technology.On the basis of the basic development of China’s agricultural science and technology innovation,it pointed out that the development faced many restricting factors:the inadequacy of policy guidance,the dependence of government investment,the rigid technical management and promotion,the insufficient of the market information,the leading role of the leading enterprises are not strong enough,lacking of effective information platform;it is necessary to utilize a variety of means to promote the development of agricultural science and technology innovation and industrialization levels,such as adjusting policy instruments and the way of guiding,cultivating diversified investment entities,innovating management style and ideas,building specialized agricultural science and technology information platform,improving support system of venture investment including laws,policies and regulations;establishing perfect intermediary organizations and multi-level investment protection mechanisms,playing the leading role of leading enterprises to promote the development of agricultural science and technology innovation,and improve the industria lization level.
