Abstract:: Based on the theory of customer satisfaction,taking the policy of returning farmland to forests of Hanzhong in Shaanxi as example,the performance evaluation index system that combined policy construction with policy effects of ecological compensation was established from the perspective of farmer cognition.The policy construction performance and policy performance was evaluated by using fuzzy comprehensive evaluation method,and the factors that affect the farmers′ satisfaction with the policy was analyzed by using least squares method.The results showed that the overall performance of the conversion of cropland to forest was 3.18,the performance of the policy construction was 3.25 and the policy performance was 3.09,all of which were general level.There were obvious deficiencies in the three aspects of compensation standard,financial disclosure and improving the living standards of farmers.In terms of influencing factors,the age of head of household,the position of village cadre,and the proportion of agricultural income,the average income had a significant impact on performance.
