Abstract:: The program of poverty-alleviation by hundreds of scientific and technological instructor was started by Ningxia Party committee and government in the end of 2011，in order to implement the spirit of the poverty alleviation and development in the central working conference，mobilize the public to actively participate in a new round of poverty alleviation and development.For comprehensively understanding the results and existing problems of the plan implemented in the past three years，a survey and assessment of program covering 10 counties and 20 villages by comprehensive scoring method，participatory rural appraisal method and questionnaire survey method were conducted.The conclusion was that the program had achieved remarkable results in promoting the development of special industries，upgrading farmers’ scientific and cultural quality and rich ability，solving the problem of lack of leaders and pacemaker in poor villages and so on，but also there were some problems，the paper gave some suggestions aiming at the task planning design，implementing the responsibility and funding support etc.
