Abstract:: Economic development steps into a new normal which makes it urgent to adjust and upgrade agriculture and overall economic structure in China.The cultivation of new-type agricultural management operators is the main way to optimize the agriculture structure and adjust and upgrade overall economic structure.Under the new circumstances of economic development the new-type agricultural management operators may face new development opportunities as preferential policies，advanced technology and agricultural socialized services，as well as the new challenges as the reduction of agriculture input，the increasing transition pressure，the introduction of industrial and commercial capital.In order to speed up the cultivation of new-type agricultural management operators the paper indicated that specific policies should be formulated to ensure enough financial support，activate and increase science and technology power in agriculture to ensure the successful transition and properly guide industry and commerce capital into agriculture to improve non-agricultural environment.
