Abstract:: In agricultural science and technology services, there are many problems in ethnic poverty regions: shortage of science and technology talent, the talents’ quality needs to be improved, science and technology innovation ability is not strong, science and technology resource misallocation, serious lack of funding, the leading role of the project is not obvious, scientific research system needs to be reformed, the basic condition platform construction is lagging. So some countermeasures were put forward for the problems: speeding up the talent training, perfecting appraisal and incentive mechanism; improving the mechanism of scientific and technological innovation, optimizing the allocation of science and technology resources; increasing the funding of science and technology, strengthening project support;innovating the scientific research system, strengthening the construction of foundation platform.
