Abstract:
Relying on the analysis of geography，natural resources，production capacity and excellent ecological advantages，some existing acute problems in Heilongjiang province such as land degradation，forest resources continued to decline，pasture ‘three’ intensifying，ecological functions of wetlands weakened and serious water pollution problems were introduced.Based on the domestic and foreign references，governments，industry associations，farmers’ specialized cooperation organizations，research institutions should construct ecological agriculture legal system in cold and black soil area from characteristics of ecological agriculture mode，with a focus on legal protection of the ecological environment and brand.
