Abstract:
The lack of independent intellectual property rights of the flower cultivars is one of the two main bottlenecks restricting the development of flower industry in China.On the basis of introduction of development of flower industry in China，the causes of backwardness of it were analyzed.Therefore，the scientific and technological innovation，the research of basic science，the advantages of resources，the development of new flower crops，and the implementation of innovation project in breeding were planned for innovative flower seed industry in order to convert resources advantage into varieties advantage，through which China can be changed from the rich ornamental plants country into seed industrial powerhouse.
